1989 780 oxygen sensor readings 700

Hi I somtimes get fouled spark plugs. I am suspicious about the oxygen sensor. When I take a reading I get .07 to 1.2 volts, not the .2-7 volts most manuals talk about. Would that reading make my car run lean? I have the AMM meter set at 370 ohms between pin 3 and 6. Can I just disconnect the oxygen sensor? Would that make it run leaner or richer if that circuit was an open? And does anyhone happen to know how you dissconnect the glide pins from the caliper brackets?
