Is the compressor shot? 200 1987

My daughter's 240 has not had the AC working for several years. There was still positive pressure in the system as indicated by hissing when pushing in the low side schraeder valve on back of the compressor although I did not measure it. Compressor would not start. So assuming it was just low on R12 I started dumping in some R12, 1 can. Pressure went up to about 70psi on low and high sides. Compressor then would run. At this point I expected to see some action on my guages. There was absolutely no movement of the guages as I started and stopped the compressor. The low side stayed at 70 as did the high side just as if the compressor was not running.

Does this mean the compressor is shot, fried, kaput, toasted, crashed? Any ideas from the AC gerus?
