What the hell is this thing for?? 700

what is a large moterised devise with large vacuum lines running to it on an '86 760 turbo, and an '84 760 turbo, and 87 760 turbo.
it is located between the battery and the strut tower on the driver side it is rubber shock mounted, and has 3 18 ga. wires (pink,black,red) I have NEVER heard/seen this thing run on any of my cars, it is also made by AC Delco. I asked once before on this board and everyone told me it is for cruise controll but it IS NOT, because I disconected it and the cruise work fine wheather under boost or not. What is it, what does it do, and what happens when its broke like I assume mine are. Thanks!!!
