Split Driver AirBag Cover 200 1993

I helped my son purchase a nice 1993 240 Wagon with 112K miles. We unfortunately did not check out how much it would cost to replace the cover on the steering wheel which contains the airbag. It was held together by electrical tape...and the part alone from Volvo is over $1400. I've check with a used parts salvage shop and can get a used one from a 'retired' Volvo for $200. Does this sound like our best option, and would it be safe? Thanks.
