turbo 700 1986

Looking for help and advice. I have a 1986 760 turbo wagon with 200k miles, I have owned the car for three years. The car runs great, but there has been an ongoing problem I am trying to straighten out. The previous owner installed two turbo's, the last one was new when I bought it. The work was done by a reputable shop, I saw all the paper work. Now the turbo is starting to whine again. I follow all volvo's instructions for turbo's, but apparently they still fail. It is water cooled by the way. Does anyone have any insight to this problem ? I was also considering the possibility of converting to non turbo, I do not know what is involved or how fesible it is.
