Have your friend look for a $3,000 car. Any car you find in that price range is unlikely to be a "needs nothing" kind of car. There's a nice white '90 744T with saddle leather interior here at a local used car lot with a $2,988 asking price on it. Just over 100K miles and in decent shape. Even has decent tires on a set of Hydra alloys. If I needed another car, I'd jump on that one, then plan to put the other $1,000 into it in the form of IPD sways, new shocks and struts, renewing belts and hoses and changing all fluids to synthetic. However, with six Volvos already in the stable, I think I'd find myself sleeping on the sofa if I brought home another one!
