Starting Problems When Low on Fuel 200 1986

I have a 1986 Volvo 240 wagon. For some strange reason, it will not start unless it has at least a half to a full tank of gas in it. When its almost on empty, it will not start. What do you suppose is the problem. I love my brick, but I'm afraid to take it out because of the intermittant starting problems. Can someone advise me. Thank you.
