Crazy Idea to Remove Rotors 700 1990

I can't remember what it all looks like, but would there be a way to freeze or lock-up the floating caliper such that when you press the brake pedal it only applies pressure to the inboard shoe. I know they freeze up when you DON'T want them to. If you're going to replace the rotor anyway, who cares if it gets tweaked. You could rotate the rotor 180 deg between each pump.
