That small device that is connected by the two wires is known as the frequency valve. This device modifies the fuel pressure according to the lambda computer which receives its signal from the 02 sensor and a few others. The frequency valve modifies the fuel pressure which enriches or leans the mixture.

I would check for vacuum leaks (B21FT, engine in your car and mine) are finicky about these leaks, plus u lose boost out of them.

I would also check and set the base settings to make sure the systems are functioning properly and and this will make your car run better.
