16v balance tensioner replacement etc.. 700

It's that time for my 5000 Mile timing belt re-tension etc... And i was going to take this time to do some other required maintenance (belts, in-tank fuel pump, oil pump pulley bolt, balance tensioner etc..) and i was questioning whether or not i put that little washer that was behind the original back on with the new updated design balance tensioner (aftermarket, looked and felt higher quality than the OE part, at 1/3 of the price) , or do i leave it out? I already do have my new bolt which i got from the dealer...

also, related to another post which hasn't been replied to yet, does anyone know the difference between the in-tank fuel pumps (it looks like the Turbos take a different one, along with a few different ones over the years)... is any one better than the other, or do i just stick with the original?
