Steering gear issues, opinions needed, the more the merrier 200 1985

I am trying to figure out to what extent I need to delve into the steering gear of my '85 wagon. The power steering (ZF rack) seems to work fairly well, but there is a bit of wiggle in the front end. Will this go away if I change tie rods, inner & outer ends or do I need to just bite the bullet and do the rack too? Also, how big of a chore is replacing the shock absorbers? And is there anything else that I should look at. Money is an issue. Thanks.
