A/C Coming on when it's not supposed to? 700

On my 89 740, no matter what position i have the fan speed swich in (0-4) if the mode selector is in a position where it uses the A/C compressor, the compressor engages even if the blower is not on... I don't think this is normal... Is this a problem, and where should i look for the solution?
