Fuel problem or Something Else? (B21FT) 200 1984

I finally change a leaky turbo house. I also tighten the bolts of the waste gate plunger. It was hanging in one bolt the other fell off somewhere. Now it pulls harder under WOT, boost rise faster now and more black smoke but after the boost would get close to the red mark still in Orange Color but past middle of Orange it would hesitate and I would have to back off the pedal. The boost however is not passing the red part of the guage. I know, I need a calibrated guage and a A/F guage but this is still stock boost I did not adjust the wastegate for more boost.

Is the overboost protection thing being activated or is it just a failing fuel system?
