Solenoids that move/engage the starter gear/clutch doesn't mean they make electrical contact. If there is no strong oder, burned wires or paint, the starter is probably ok and the culprit is the solenoid's electrical contacts. Take the starter out and use a jumper cable to put B+ on the heavy wire from the solenoid to inside the starter. If the motor runs the solenoid is shot. There's also a possibility the brushes are warn out but that's unlikey if the under-engine pan has been in place to keep dirt/road splash out of the starter. My 84 has over 250K on the original and should do many more.
If you drop the tranny cross member to tip the engine back and use 30" of extensions on your 1/2" drive breaker bar you can get a socket on the upper starter motor bolt. If you have an M-46/47 tranny, you don't even need a universal joint. Clean and relube both bearings if you rebuild the original starter.
Salvage yards should have a starter for less than $60 but I'd still disassemble, clean and relube bearings. Good luck.
