$880 to replace bad ECU? 200

Yes, I'm pretty sure. The car was turning over with normal operation ... not sluggish or slow. I unplugged the AMM and tried it ... nothing. I unplugged the sparking unit and nothing. The ground looks fine. Anyway, I had it towed in after that and the Volvo shop told me they plugged a new ECU in and it cranked right up. Of course I told them not to do the work on the ECU. So you're saying I could use a #0561 or #0951 for a 1991? I know the car does not have EGR (exhaust gas recirculation).
