Fixing windshield chips?

83 240t (just bought), has two chips, small and no cracks. I need to pass MD inspection. Last time I was told that repairs are not allowed and I must change the windshield.

I don't want to buy a new windsield. I tried using the home kit, but it was a poor job. It's clearly shows a chip. Glass stores won't fix it, they guarantee it will crack more if they work on it.

I going to try all venues before replacing the damn windshield. I was thinking of a dremel bit that will polish the glass and then I can put resin over it? That or bird do do, acutally white out over it.
