E brake driving me crazy 200 1986

Bricksters,
Driving to work about 12 miles.. about half way there LH rear brake squeel starts..then it feels as if the E brake is on permanently (poor acceleration) seems like it is only binding when I am moving forward and or accelerating. If I come to a stop using the E brake they bind up and stay on even when I let the E brake off. Rolling backwards helps unbind them. I get to work and hub is HOT HOT, water sizzles on the LH, RH is just warm.
I have disassembled LH rear several times, cleaned dust off, pads are good, linkage is free and easy moving, retention clips are still there, springs and spacer look like they are in right position (from Haynes picture), no evidence of axel leaking or other contaminants, drum surface appears smooth. This happens regardless of if I adjust them tight or loose from inside adjustment, or if I leave the E brake off overnight.
I have looked through the archives but most are about seized, rusty linkages, separated linings etc. Mine are pristine condition. Could it be the cable?
Has anyone had simmilar symptoms.
