WSE lights and Up Arrow on cluster are both flashing (97-960)

Forgot about one important detail: the speedometer is mounted to the instrument cluster by a number of small philips screws. They serve as power/signal connectors as well as mechanical fasteners. IF the screw transferring the speed signal to the board somehow would loosen, your problem should likely be the result (and the fix very cheap). This screw, at least on 1991-94 cars with Yazaki instruments, is the upper right in the group of three at the lower middle part of the instrument cluster back. It connects the speedo to a lead which can be traced back to the A3 and A4 cluster connectors.
