'86 740 T has beaten 2 mechanics.... 700 1986

This one is a stumper. Two otherwise well respected mechanics have given up on this. Car seems to run fine, then suddenly won't get out of its own way. I mean big time. Like sitting at a stoplight and needing a good slow 3 count to get moving. Here's the weird part-generally the car will return to normal running if I turn off the ignition and restart the car. Does anyone have any ideas? I'm at a dead end and my two best repair resources are embarrassed. BTW, I live in Northern California if anyone has a reference for me. Thanks...
