'pulsing idle' 700 1984

My 760T all of a sudden idles very poorly, although performance beyond idle is fine. The idle speed surges, then backs off--goes from about 1500 rpm then drops of to maybe 400, then shoots back to 1200, then to 500 and so on, taking about two seconds or so to complete a cycle. There is increased fuel pump noise--I replaced the pump and still the noise. I replaced the air flow meter and no change. There is no obvious vacuum leak. I filled the fuel tank and no change. What gives, BBers? Idle motor? Fuel pressure regulator? Any suggestions will be tried...
