Control Pressure Regulator Assembly 200

Hi Everyone, I've a 265 that's a dog to start when cold. I've pulled the
control pressure regulator apart to make sure nothing has siezed but didn't
take note of the order of the 2 thin round metal disks in the valve. One has
a small hole in it, the other doesn't.

Does anyone know the correct order? Currently I have the thick disk, one
with the hole, then the solid disk. (car still doesn't run cold). Before I
swap them I thought I should see if this is correct or not.
