New feul pump relay still no start

Is it my ecu. What checks can I do on an ecu to tell if it is bad or not. This is what I have done. It seems to be a fuel problem. I have replaced the intank fuel pump. I have a new fuel pump relay plus the old one which is probably still good. I have cleaned all the terminals in the fuse box and put brand new fuses in. I have bypasses the system and heard the two pumps turn on when listening, but they do not turn on when the fuel pump relay is replugged in. Any ideas? How much for a used ecu? Or a new one, anybody want to sell me one for a good price?
