Please, help with ECC 700 1986

An independent Volvo mechanic has checked vacuum tank, hoses, check valves and vacuum motors on my '86 760. All hold vacuum. Nonetheless, the car loses AC when accelerating uphill and vacuum/pressure gauge on the car reads pressure rather than vacuum. Vacuum is also lost with loud hissing sound as soon as engine is turned off. The mechanic thinks vacuum is lost at ECC programmer at transducer. He does not know hat else to do. Neither do I. Please, can anybody suggest what to do, or lend a programmer known to be good and sell it if needed? Thank you.
