Starts and Dies 200 1975

I just aquired a free 242 DL from a guy that was just glad to have it removed from his yard since he doesn't have the funds or the apptitude to make it run. Not being one to look a gift horse in the mouth I towed it home without giving it more than a quick once over. Overall the car is in suprisingly good condition.

The battery was dead so it took a day before I got it charged and attemted to start it. Just as the guy told me it would, it fired up just fine but died within a few seconds. So far this is all I've checked and found.

The fuel pump relay (hanging under the dash with the cover missing) functions fine and I can hear a pump running with the key on.

Under the hood all hoses and wires appear to be present and intact with the exception of the hose from the smog pump?(on top of the valve cover) to a tube that appears to go into the block under the exhaust manifold. This is in part a guess since my Haynes manual starts at 1976 and doesn't show this setup.

Studying the Haynes manual leads me to suspect fuel pressure. It then goes on to say that I need a fuel pressure test tool made specialy for the CIS system in order to test it.

My questions are these:

Just because I can hear a pump sound does that mean that both pumps are working?

Where can I get this fuel pressure test rig?

If I can't find it, can I buy or build a functional substitute?

Am I barking up the right tree or is there another more likely suspect anyone can point me to?
