Yeah mang - that thing sounds fried. Whoa dude....

If the innards are toasted you can probably 'revive' it by swapping in the guts from a new tach. Just look for one with a similar rpm range/needle sweep and use its innards with your needle, face, and case. Might take a little cobbling (hidden inside) to get everything fastened in the proper place, but it is probably more doable than reviving fried 35 year old electronic components.
