Shift-lock Over-ride switch not over-riding! 200 1993

Hello Bricksters:
I have an 93 245 with automatic tranny...it has a lock on the Park position so that the brake pedal has to be depressed in order to shift to Drive,etc. In front of the shift lever is a switch marked "Shiftlock Override". When I derpess it and even after I step on the brake pedal ,if the engine is not on, it will not override. The shift lever ONLY works with the engine on and the brake pedal depressed. What if I just want to move the shift lever out of the way to get the ashtray out, without turning on the engine?
Any one with any ideas on how to proceed to make the override switch do its job of overriding?
BTW,from a previous post, I prefer the tan color seats...
