Rich Running 240 DL 200 1987

I just picked up two 240DL wagons. One is 1984, one is 1987 both bodies are excellent because they are from CA and FL respectively. I plan on restoring the 1987 and parting out the 1984. I just got the 1987 running but it is runnuing very rich blowing black smoke when you gun the engine. I am considering replacing the fuel system components. Does anyone have suggestions as to what to replace first to remedy the situation? The car has 175,000 miles. Also, there seems to be a relay missing since the lights, horn, and windshield wipers do not work.

Also, I need a parts source recommendations. I live in Westchester Co., NY
