Need a BS'o'meter Check 200

Son's '87 240 DL has been running fine. Driving to work it barely cranked, and then ran rough. He couldn't get over 30mph. It finally died in the parking lot of a garage he happened to be passing. He asked them to look at it.

The car cooled down by the time they checked it. They cranked it and it ran fine. They drove it awhile, and then it started running rough again. They think it's a clogged catalytic converter and want $400 to replace the exhaust system.

My question: is this plausible? If so, why would it intermittently run rough then fine? If the converter is the problem, wouldn't it run poorly continuously? If not, is it probably an electrical (ignition) problem? Or is it temperature sensitive?

I'm wondering if this may be a common symptom that experienced users can point to and say that most likely it's the ?????.

Any thoughts or suggestions welcomed.
