Inner Tie Rod 700

My 1985 is leaking power steering fluid from the steering boot. It appears to be coming from the inner tie rod at the end of the rack itself.

I have not seen any info regarding the replacement of this part (Haynes, Chilton, FAQ). Does this indicate failure of the whole rack?

Any info as always, appreciated
