egr system question & unknown fitting on k-jet [picture] 200

it looks like the previous owner crimped off the egr tube that runs around behind the engine when it rotted out, now that i'm pulling the exhaust manifold to replace the gaskets, can anyone tell me why i wouldn't remove the whole system ? ie. cap it at the throttle body, exhaust manifold, & the vacuum tube/valve ?
can anyone identify the fitting between the intake boot & the fuel lines on the fuel system ? just wondering if there should be a line attached to it & where it might go ?
