Symptoms of a failed FPR? 900 1995

I wrote on this board a couple of weeks ago about surging rpm and also on high fuel consumption. I've checked what members of the board have suggested and all things look fine.

I posted that I've changed the fpr but did not make it clear that it was a used fpr. I've checked through the FAQ and archive and came to know that surging rpm can also be caused by a failing or failed fpr.

My situation is like this:
Every morning when I start the car, rpm would first shoot up to 2000 and above and then came back on down to 500 and below. At this stage the car would rock like it would die off. After this, rpm would go up again and down before settling at 900. This happens only when engine is cold and I do not feel any abnormal surging when driving. Fuel consumption is pretty bad but other than these two problems, the car runs okay and idle okay once it warms up a little. I am also experiencing a little hesitation when I put my foot down on the pedal but then again this happens only in the morning when engine is still not at optimum temp.In addition I notice then when I accelerate with the rpm between 1500 and 2000 rpm, engine noise (or exhaust, I really can;t make out the source) seems to be louder than normal with slight vibration at the feet. Once the 2000 marked is breached, the noise disappears.

Are all these symptoms of a failed fpr. I need to know before I spend any more $$$ on unneccessary parts.
