Tick,tick,tick sounds like the blower motor, but it's 'off' 200 1993

Is that darn blower motor on all the time? I hear a ticking sound coming from the center vents all the time. It's faint and seems somewhat variable with the engine (mostly just seems a wee bit louder under acceleration or load). I DO NOT hear this ticking in the engine compartment (obviously only idleing). I have hunted for it with the ear goggles too.

The noise sounds much like the blower motor does when it is set on "3".

SO, can this thing be turned off? Is at least the wire accessible so I can disconnect it to see if that is what the noise is?
