oozing black goo over front passenger footwell 200 1985

I have an '85 GL sedan and yesterday I noticed an oozing black goo coming from the area over the front passenger footwell--coming out from under the carpeting and plastic. The black stuff looks like tar, and it's soft and smells slightly. What is going on? We never use our AC. I can't think what else. The weather has been fairly cool and the car hasn't been driven all that much recently. What could be getting hot enough there to cause it to melt? And what is melting? The soundproofing/insulation? What should I do? Thanks!
