740GL/760Tic Low End Power 700

I noticed while driving a '90 740 N/A sedan that it seemed like it had more low end grunt than my 760 turbo at low rpm's before my turbo has had time to spin up. Both cars are automatics and the 740 is not a 16v engine. Is this normal or is my 760 a bit low on power ?
