Car dies when foot off the gas 700 1992

My 92 700 turbo wagon dies once every two or three days when you take your foot off the gas. This happns to be in stop and go rush hour traffic, left turn lanes or any other unfortunate place. If I turn the key immediately after it dies, the engine cranks but does not start. After one minute the car starts. I proceed to drive two footed putting the car into neutral and keeping the rpm up at all of my decelerations.

This is very frustrating because it does not happen when I take it to my mechanic. He has told me it could be many things but unless he can test the car when it happens it is very difficult to pinpoint.

Is this hose related?
Oxygen?
Electrical?
Gas?

I recently learned the engine was rebuilt at some point. The car has 120,000 miles and outside of this problem the car is in mint condition.
