Lockup torque converter retrofit 200 1988


I have been getting pretty poor fuel economy with my 245. (23-24 mpg highway)
The car is still new to me, and I haven't been through very many tanks of gas yet, but if this keeps up I will want to do something about it...

If I want to put a lockup converter in my trans, can it be done easily? I'm not clear on what "controls" the converter (causes it to lock/unlock), and wheter or not this would make for an easy retrofit.

Also does anyone know what kind of fuel economy boost it's good for?

other options are:
taller rear end: Slow? Expensive? speedo problems?
manual trans : Seems complicated (need different rear end, right?) expensive?
