Anyone refinished 'turbo' alloy wheels before? 200 1982

I have some older "turbo" alloys that I want to restore. They have peeling clear coat, and probably failing paint in certain spots as well. Anyone have any tips for prep work ie should I just get them completely stripped via sandblasting or is there something else thats effective at getting all brake dust and bad paint off? I think I found a decent restoration kit available through "Griot's Garage" (has a website) but I just don't know anything about how to prepare for the primer and paint. If anyone has some DIY info I would appreciate it. These wheels also have a little curb rash-- is it permissable to use some fine wet/dry sand paper on that to smooth it out a little?
