Emergency problem, please help 200

I have a 1992 Volvo 240 and I took it into get the timing belt replaced about a month ago. Today, all my dashboard lights came on and I nursed my car back home. My neighbor looked at the car and showed me that the crankshaft pulley fell off! There was no bolt holding it on! Only the belts kept it from falling to the ground. He said that to replace the timing belt, the plastic timing cover must be removed, and to remove the plastic timing cover, the crankshaft pulley must be removed. Is this true? If this is the case, I feel that I should call the shop that changed the timing belt and have them pay for my towing (from my house to their shop) and give them a peice of my mind. Can someone more knowledgble about Volvos give me an opinion? I will call tomorrow, so please, if anyone can help, I would be grateful. --Tina
