Timing 700 1989

Timing with a timing light uses the notch on the belt pulle. Can you even see the crank gear guide plate notch with the car running?
Not that you asked, but-If the timing is bizarre and unstable, big time, the harmonic balancer is separated and the outer pulley is turning independently of the inner portion.
