value of pristine volvo 245 200

My former neighbor is a lawyer who does alot of work in helping families settle estates. Today he called to tell me that in the garage of a new client he discovered a 1983 245 with 33,000 miles. He asked me what I thought it was worth. I didn't know what to say, having never come across one with such low mileage. He said that the owner recently had $1000 worth of work done it, which to me seemed odd for so few miles (i've put 100,000 on my '84 244 & haven't spent that much), he said he didn't know what work had been done, but he could get the invoice.

Tomorrow, he is going to bring it by to let me take a look at it & tell him what I think it might be worth. He's bringing along the invoice for the recent work.

What would such a car be worth ? Kelly Blue Book says around $1500, which seems much too low. What sort of work might have been done to a car with only 33,000 miles that would impact the value ? Is there something I should be on the look-out for with regards to the recent work done?

& ultimaltely; should I lowball him & tell him it isn't worth much & then buy it from him for $1000 & drive it for the next 20 years ?!?!
