3-2-1 OBD code - cold start valve, what to do? 700

I'm getting a 3-2-1 code on my OBD. It's not listed in the FAQ (...yet, I emailed to have it updated since I found the code on http://www.batauto.com/Volvo.html) but that indicates a missing cold start valve signal.

Would this have anything to do with excessive cranking times when I start my car or is this something else? I looked all over the FAQ and couldn't find anything mentioning the cold start valve. I did note something about a cold start injector but not much on that either.

What are the symptoms of a failed cold start valve? Also, I asked about this a while ago without much success, but someone did link me to a page that mentioned in certain models the CSV was disconnected purposely. Any ideas?
