RUN-ON 140-160

Do you mean 10 BEFORE top center or after? I hope 10 degrees before, which would be correct. If it is after, reset it and the problem may go away. Otherwise, run-on is mostly caused by fast idle and rich mixture. So with the timing set, lean the carb to cause a faltering idle, and richen it just enough to get to smooth idle again. If the car is a manual trans, try to lower the idle speed to 800 RPM or so, and see what happens.
