For sure sometimes the only solution is to remove the head. On the older ones the carbon build-up can be quite impressive. I have de-carbonized a few by squirting ATF into the carbs with the engine running fully hot, and revving to about 2500. Its an old trick, burns the carbon out quite well, but it is environmentally no so friendly.....
