Need more light in my 93 240 200 1993

I have terrible night vision. I need as much light as possible out of my low beams, especially in bad weather, like rain, fog, snow. I have read all about how much my headlights suck, and I concur. They are cloudy and yellowing. I have opened them up, dried em out, sealed em up, scraped em with plastic polish (actually helped some), etc.

So, what are your opinions on adding light to my '93. I don't want to "look cool", I just want to see!

Fog lights? Driving lights? Spotlights!? Simply new headlight lenses??

And what's the cheapest route to success, who sells?

Thanks
