wandering idle 200 1978

i've had a problem with idle for a long time now. i fixed the timing, and it worked only slightly, now its up to it again. sometimes it will idle around 1,000, other times, around 600 and shake like hell. what could be causing this?

i was also wondering... how do i know how much air to let in throught the air knob beneath the manifold? like when i set my timing... do i try to balance the knob and the distributor to get the right reading? or is there a certain position i should leave the knob and then just rotate the distributor to get the right timing?
