The ball joints would be somewhat related to the new rack -- and good ball joints would be essential for an alignment (which should accompany the rack replacement).
The center support bearing and u-joints are somewhat related to removing and replacing the driveshaft, which is required when replacing the pinion seal. And they're best done while the d-shaft is already out... So those sorta make sense, especially if your car needed them. It's best to do that work when the driveshaft is already off the car (providing they didn't charge you twice for R&R of the driveshaft).
The rotors, pads, and caliper hang out there on their own. That job could have been done anytime, and is entirely independant of the other work. If they did that work without your approval then they're at fault.
It's entirely up to you how much noise you want to make, but that (and the other odds 'n ends) seem a bit unethical to me. Unfortunately, this seems to be standard operating procedure for many shops and Volvo dealerships in the US as well as, apparently, Australia.
Be careful that the next time you take the car in for a water pump they also don't replace the mufflers and headlights.
