A/C clutch voltage problem 700 1991

I am wondering if anyone knows of why I'm only getting 10.5 volts to the A/C clutch. Low pressure switch is closed and I can jumper the clutch wire to 12 volts and clutch works and A/C blows like a meat locker.(even in Dallas). Is under 12 volts normal to the clutch? If this is a common failure I don't wanna spend 2 days going thru the cheapo manual I have and deducing the problem. BTW.....NO climate control on this 740.
