Turn Signal Covers 700

Hello fellow bricksters! I was just curious about something thats been on my mind lately: why is it that on most of the older volvos (boxy-ish ones, not the newer ones) that they usually are missing both or one turn signal cover?!?! I've noticed the cover is glued or something onto the chrome part of the inside that holds the bulb, so I was curious if over time the glue just gave out, or maybe the glue was faulty, or maybe someone goes around stealing turn signal covers. Whatever the reason, I was just wondering if anyone had the same mishap.
