Where /What is Governor housing bushing wear??Dealer says $65+2.5 hr labour 700 1990

Just replaced struts,shocks,Tmount,control arm bushings,stabiliser links,balljoints,skid,tie rod ends at a fraction of the cost at dealer(30%),by buying from FCPGroton,Alloemvolvo,Importec etc and having them installed independently.
Noticed dealer noted above governor housing needed change at free check up clinic 5 yrs back.(Dealer also noted above struts etc needed change 5 yrs back.)
What is this housing,is there a more commonly used name at FCP Groton,Alloem etc?So that one can buy and have it indepently installed again?
