A/C should be cold air, right? 900 1993

My '93 Volvo 940 seems to be cursed with A/C problems. After going almost all of last summer without A/C, I finally got it repaired. As I recall, it only involved recharging the 134a, getting a new compressor drive belt, and replacing the A/C fan relay. Result: wonderfully cold air flowed from the vents for the remainder of the season.
Fast-forward to this spring: For 2 weeks the A/C air was barely cool, at best. I noticed an abnormal low drone from the compressor under accelleration (maybe this is normal?). So I took it in to get a recharging, hoping that would be the fix. Nope. Barely cold air for another week. As of yesterday, I don't even know if the A/C is switching on at all (there isn't any droning and the cooling fan doesn't turn on), which leads me to believe maybe the switch is shot too? I've yet to do an electrical diagnosis as I need to get some tools and a good reference book (any suggestions?), but I thought if anyone could point me in the right direction...? Thanks for any help.
